  Social welfare is the organized system of social services and institutions, designed to aid deserving individuals and target groups to attain better standard of life and health in order to promote their overall well-being. It covers all aspects aimed at social upliftment of the weaker and downtrodden members of the society. The Department of Social Welfare, J&K and the Directorate of Social welfare came into existence in the erstwhile State of J&K in the year 1960 and have been involved in taking up various schemes for the upliftment of women in distress, persons with disabilities & old aged persons, running childcare institutions along with monitoring correctional institutions , working with and strengthening of voluntary organizations.

The Directorate has since been concerned with the advancement of individual and collective well-being, the meeting of human needs, the implementation of policies and programs that help prevent and reduce social problems, and the promotion of social and economic equity.
